We have identified CPC Rules and regulations introduced in 2012 relating to passenger transport in France. Yes, they were highlighted back in 2012 but on a recent visit to Geneva Airport we thought it wise to revisit as it was obviously still being ignored.

Here is a summary of the main rules, explanation of key terms and regulations, with an update of the changes that need to be taken into consideration if you are running an Airport Transfer business or envisage doing so soon:

  • Public passenger transport relates to any registered person or company carrying out a passenger transport activity, with a motorised vehicle of at least 4 seats (including driver), offering transport to the public or certain categories of users for a fee paid by the people transported or the person who has arranged transport;
  • As this term relates to “group transport”, it is obligatory for all passenger transport companies to carry at least 2 passengers, not including the driver. Meaning if you have one passenger you should really subcontract to another company otherwise you will be replicating a Taxi Service.
  • All passenger transport activity must be registered at the regional Prefecture (DREAL) local to their activity;
  • Registration is subject to the respect of the following 4 conditions:
    • The condition of business premises, how is your operating centre? Are your    neighbours happy with your operation?
    • The condition of professional reputation, are you of Good Repute?
    • The condition of financial capacity, do you have sufficient Financial Standing?
    • The condition of professional ability, do you have a Certificate Of Professional Competence?
